Satellite Gambling Company Asks Indiana to Host

Roulabette is a new product designed to allow satellite betting for casino games, designed by Kenilworth Systems Corp. Kenilworth Systems has designed the Roulabette system to mimic the off-track-betting system used to allow bettors from various states to wager on the same events. It differs from the OTB system in that betting would be based on casino games such as roulette and baccarat.
The system would be operated via satellite to avoid issues of the 1961 US Wire Act. Since wagers would be placed within the state where the gambler is located, there would be no violation of interstate gambling laws. As a result, Roulabette would not face the difficulties faced by online casinos.
Representatives from Kenilworth Systems are trying to convince Indiana to allow casino operations to be based on Indiana riverboat casinos. Indiana’s legislation requires the Indiana Gaming Commission to examine and evaluate any new form of gambling. But Indiana’s Gaming Commission is skeptical of the new proposal. Kenilworth Systems has suffered a bankruptcy, and its inventor, Herbert Lindo, was convicted of three counts of felony violation of the Securities Act of 1933 in 1993.
Lindo resigned from his position as chairman in order to keep his criminal past from affecting the company’s prospects.
Indiana’s lawmakers are concerned with the proposal, but may be swayed by the expectation of high tax revenues to help the state’s troubled budget.
