Should Kentucky Casinos Be Permitted Away from the Racetracks?
24 September 2005
The horse industry in Kentucky remains adamant in bringing in casino gambling, and keeping it to itself. However, operating casinos only at horse racing tracks could have a negative impact on a place such as Owensboro, which does not have a horse racing track. By limiting casinos to racetracks, organizations may prefer doing business in cities with casinos, and neglect those without, like Owensboro. Last week, the Kentucky Equine Education Project, as well as various horse industry groups, increased their desire to contain gambling at existing racetracks only. If this would occur, and casinos would only be operated in certain places, many areas in the state would be excluded, causing many inequalities.
Efforts to bring casinos to locations lacking racetracks are already underway, and have been outlined in a pre-filed bill that has been sponsored by Sen. David Boswell, D-Sorgho. This bill calls for five casinos, which will be situated at racetracks, as well as four non-track casinos.
