Lawmakers Receive Answer For Off-Reservation Casinos

After a bill was passed unexpectedly by the State Assembly this Wednesday, Wisconsin Tribes may have to receive approval from the legislature in order to build off-reservation casinos. The governor and the U.S. Bureau of Indian Affairs must show that an off-reservation casino may be beneficial to the tribe, and that it would not harm the surrounding community.
An exact version of the bill must be passed by the state senate and either be signed into the law, or vetoed by Democratic Gov. Jim Doyle. Assembly Democrats have argued against messaging the bill to the Senate.
The Wisconsin tribes have shown interest in building off-reservation casinos. Over 2003 and 2004, Doyle banned attempts made by lawmakers to try and gain a supervisory role in gambling compacts that he has been negotiating with the tribes. According to Doyle, negotiations between the state's 11 tribes that offer casinos and the132 lawmakers would create chaos.
