Russian Lawmakers to Produce Casino Gambling Regulations
14 November 2005
Thus far, Russian law has ignored the casino gambling phenomenon, considering the fact that not even a single regulation on the matter has ever been produced. However, this situation is about to change, as lawmakers in Russia, led by Valery Draganov, chairman of the Duma's committee on economic policy, are eager to generate several restrictions on casino operations.
Draganov has introduced legislation that, if passed and enacted, would legalize only a closed list of gambling-related operations across Russia. Under Draganov's bill, the operation of gambling activities would be allowed exclusively for individuals over 18 years old. The measure is also slated to outlaw the numerous street gambling machines that have become popular in Russia.
Also, under another provision in the bill, playing halls would be required to install at least 20 gambling devices on their grounds, while casino companies would have to install at least 45. Russian legislators seek to consolidate the business by eliminating the existence of gambling machines in metro areas and stores around the country.
